Storms gather without warning. Because of the sensitivity of scenic spot, the probability that crisis arises in its development goes even farther than that of any other industries. The scenic spots in China, however, generally lack deep understanding about crisis while they develop vigorously, and even neglect it. This is why there were so many scenic spots unprepared and defeated during the time of SARS. Under this background, to research crisis is not only necessary, but also urgent.To be calm and well prepared, crisis precaution and avoidance is absolutely necessary. Based on the theory of crisis management, this essay analyses the potential crisis in development of most scenic spots and tries to declare a countermeasure model to prevent and avoid crisis. The use of the new subject, crisis management, determines the pioneering of this essay to some extent. On the other hand, the point of view of crisis determines the universality and complexity of this essay.To make this essay clear, such structure has been made:Introduction: makes an introduction of this essay's background, study methods and contents, and also points out some new ideas.Chapter 1 makes an overview of crisis management, and clarifies some basic questions in theory.Chapter 2 clarifies some basic concepts and the point of view in this essay, and sets criterion of crisis classification.Chapter 3:classifies potential crisis in scenic spots' development into there types: outside controllable crisis, inside uncontrollable crisis and interaction crisis. When analyzing interaction crisis, special emphasis is laid on crisis coming from tourists.Chapter 4 declares the countermeasure model to prevent and avoid crisis according to relevant theories. The model composes of two parts: special system and measures in daily management. Special attention is given to the latter, and makes an explanation about the contents, reasons and relationships of those measures.Chapter 5:countermeasures about Dalian's scenic spots are put forward according to the countermeasure model, the status in quo of them and the condition of Dalian's tourism in coping with SARS.This study aims to provide re-thinking about practice and complementarity of theories, and laying foundation for the further study.
