New Shanghai Cultivate The Practice And Thinking Of The High-quality Young Party And Government Cadres

It is a great strategic project to foster the high quality young carders. The project condenses the thoughts of several generations, leaving us rich experience and impressive lessons. It is duty-bound for a researcher from the organizational department to explore the project further in the new era and we are eager to accomplish this historical mission.This report, in five parts, elaborates the practice and thoughts on the fostering the high quality of the young carders in the new era. Part I is the general introduction, elaborating the quality requirements of young carders required in the new era and the main measures our Party has adopted and the effects from such in the recent years, thus further pointing out the five requirements of the young carders required by our Party in the new era, i.e. first, a firm political conviction; secondly, a broad outlook; thirdly, being broad-minded; fourthly, a strong leading ability; fifthly, an excellent working style. Part II deals with the practice of the project, explicitly elaborating the three-in-one model of integrating the theory with practice, i.e. practical exercise in the military troops and the countryside and the political theory training in the Party school. Part III is the elaboration and analysis, elaborating and analyzing the actual performances and effects, based on the sampling questionnaire survey of the eleven batches of young carders and the arranged conclusion from the practical information gathered in the recent years. By adopting the method of norms of political science and the method of practical demonstration in sociology, this part demonstrates the inner link, scientific law and actual achievements of fostering the young carders by adopting the Three-in-one model. Part IV deals with some thoughts on the report, based on the elaboration and analysis of Part III, this part elaborates the merits and demerits of this model, researches on and sums up the maturing law of young carders, thus further analyzing and probing into the practical methods of fostering young carders by the Party in the new era with a view to activating the post-model effects and enlightening the work of fostering young carders in the future.
