Improve And Perfect The Party's Ability To Safeguard Mechanism

Party's governing capacity is which the party in power has in leading, managing affairs of the state and society, the comprehensive representation of the level of party in power theory, leadership and self –construction. To strengthen party's governing capacity construction is a significant academic and practical problem which proletarian party should pay more attention and try its best to solve, the intrinsic requirement of maintaining its preeminence under the new conditions, the emergent requirement of replying all kinds of risks and challenges. Connecting with the current situation of our party's organizations, members and cadres and the new history tasks to accomplish, according to the 16th congress of CCP, our party should improve the capacity of judging the position scientifically, reining the market economy, replying the complex situation, ruling according to the law and controlling the whole situation. Relating to many aspects of the party's construction, to strengthen party's governing capacity construction is a complex system project, which should link wholly and process smoothly. From the view of improving the party's governing capacity wholly, with the way of system analysis, based on the analysis of the basic connotation, important meaning and inscape of the party's governing capacity, my essay puts forward the concept of the guarantee mechanism, which is the general idea of system, institution, approach and method to improve and exert party's governing capacity. In the view of objective and subjective factors of restricting party's governing capacity. The concept of the mechanism is also represented as the general idea of all the measures and means to strengthen and improve the party construction and enhance the Party's governing capacity according to scientifically forming the institution of exerting the Party's governing capacity and the work operation and the emphasis as the Party's governing capacity. So, from three aspects, my essay discusses how to make the guarantee mechanism healthy and perfect and in a certain degree enlightens in strengthening and improving party's governing capacity. The first aspect is to reform and perfect the mechanism of supervising and restricting party's power and construct the institution system of protecting the party in power to improve its party's governing capacity and exert its power scientifically. The basic idea is to make party's internal operation mechanism healthy with integration of the from above to bottom supervision and that from bottom to above; to construct the wholly-coursed supervision and restriction mechanism with integration of the supervision before, in and behind the matter; to construct all-sided supervision and restriction mechanism with integration of party's internal and external supervision, and to construct the supervision and restriction mechanism of comprehensive governance with integration of self-restriction and outer-restriction, rule of law and rule of morality. The second is to reform and perfect the leadership system and work mechanism and construct the institution system of protecting improvement of party's governing capacity and scientific leadership. It mainly includes: to make the relationship between the party and executive smooth and form the scientific, normative and institutional executive system, comprehensively led by the communist party committee and with divided function of the party and executive; to make party's internal relationship smooth and form party's internal leadership system, based on party members' democratic rights, exerting the role of party's standing committee and committee, and with properly separated and mutual-restricted power of decision, implementation and supervision; to reform and perfect party in power decision mechanism and promote the decision to be more scientific and democratic; to reform and perfect party in power mechanism of electing cadres and promote cadres' work to be more scientific, democratic and institutional..
