Theory Of Governance Innovation

Since 1970s the tide of globalization has swept across the word and become the main characteristic. The mixture of the economy,politics and culture of all the nations began speeding up. Meanwhile, because of the rapid strides in both scince and technology, the word is in a state of intense competition . To increase the competitive ability of their own in the world, many countries have been reforming their superstructures, namely , recreating their goverance of governments to improve their capacity of governance. Under the background of times like this, naturely the refoeming and opening China is not an exception. From the end of 1970s, when our country began to reform and open, China regulated relations of production. Now mechanism of market-oriented economy has been basicly established. And market began to develop its leading function in distribition of resources. Owing to the change of this economic base, although the orignal modal of governance based on the planned economy brought about a great advance of our country's economy, it caused many bad consequences, such as the ilequilibrium of economy and society and the imbalance of economy and nature. This kind of model with so many defects has not been able to adapt to the current development of our country's economy and society. Under the background the age of globalization, added our country's characteristic, present governance model has become the foucs of all the contradiction and problems. So the reformation and innovation of model of governance has become the prime problom which must be solved next step.This paper beginning with administrative environment and the conception of governance researches the question of governance that must be reformed and innovated in our country, in which the way of theoretical analysis, combining some basic principle of Marxism, is used. And this paper includs three parts: the first one makes an exhaustive analysis of the profound and great changes of present administrative environment. This part firstly gives the relations of governance and administrative environment and points out it is the great change of administrative environment that results our country's governance which must be innovated. The great change of administrative environment is the material base of innovation of governance. And then this paper elaborates the international and domestic administrative environment, mainly including globalization,revolution of scince and technology,the overall transfer of our country's economy and society and some shortcomings of our country's governance. The second one delves into the choice of model of our country's governance, namely the Public Service Government. The Public Service Government is a hot topic that academic circles begins to research. Nevetheless, this model is accepted by both current academic and political circles of our country beacause it adapts to the development of our country's economy and soceity. This part exactly defines what the Public Service Government is and detaildely analysises its some basic features, which can let the readers clearly know the Public Service Government. The last chater studies the specific measures of the Public Service Government. Ideology guides action. This part points out that to reform current governance of government , the ideology must be transferred. And then it gives some measures of innovation form mechanism and tool of governance. In a word , these three parts are complete system combining closely.The feature and innovation of this paper is application of the theory of administrative ecological environment, that is the conception of administrative environment is used in the study of governance.
