Since the eighties of the 20th century, some veteran parties in power for a long time stepped down from the stage successively and some of them have already become feeble. In these parties, once created " economic development miracle " and " steady politics miracle ", the PRI's failure that in power in Mexican for seventy-one years successively seems particularly outstanding. Drawing lessons from the reasons that made PRI decline and lose ruling status can help those parties in power for a long time strengthen party construction and improve the capacity of governance.The main target of this article is exploring the reasons of PRI's decline. The article attempts to answer some questions such as: why can PRI be in power for a long time? Why does PRI decline gradually and fail in general election in 2000? And what can these bring to us?The text includes three parts altogether. The first part is mainly analyzing the reason of PRI's long-term governance. First, PRI established the political system according with the national conditions. Second, PRI can formulate rational social and economic policies.The second part regards the decline of PRI as the main content. This part explains that three major reasons leading to PRI's decline. First, the political reform made PRI lose the former advantages. Second, the economic reform caused a series of social issues. Third, PRI ignored the Party's self-building for a long time. In addition, the interference of foreign force is also an important reason.The third part offers some valuable enlightenment for the ruling party. Every party, which wants to be in power for a long time, must constantly enforce its own construction and formulate rational social and economic policies. At the same time, In order to strengthen the party's ruling foundation, it must independently choose the political institution conformable with national conditions and constantly carries on systematic innovation.
