The relation between the central and local governments is a kind of distribution of power based on interests. In fact, it is a relation between the central and local organs of power. The relation between the central and local governments has essential meanings to the unification of the motherland, steady politics and social development. There are several great adjustments of distribution of power between the central and local governments, which are the centralization and decentralization of power since the foundation of the People's Republic of China (PRC). Which powers are centralized? Which powers are decentralized? Why to do this? What is the consequence and questions that the adjustment produces? The analysis on these questions will contribute to us to probe into the next question, that is to say what is the basis that we decentralize the present power? What is the contact of Decentralization? And what is the contact of Centralization? These are the questions that this thesis should discuss.My paper's essential opinion is that the study on the problem of the division between the central and local governments should be divided into two levels: The first is the goal question, what kind of goal the division between the central and local governments in order to realize. The second is, in order to realize the goal, what kind of functions should be fulfilled by the central and local governments. Corresponding powers should be distributed to the central and local governments for realizing these functions. It is a question of power structure that the division between the central and local governments, such structure being for realizing a certain strategy of a country. Economy is the foundation of a country, the economic development strategy being the most basic strategy, so the power structure between the central and local governments is built mainly for realizing economic development strategy of a country. Since the foundation, the PRC has always been in the international environment of a duality structure of " Advanced & Lag" and in the domestic environment of a duality structure of "Strong State &Weak Society". The development model of the PRC is the Government-oriented development model, so the economic development strategy of the PRC has the typical characteristics of Government-oriented, which is a active response to the environmental pressure.This thesis builds an analysis frame of Environment & Response. In this frame, question on centralization and decentralization between the central and local governments is argued when facing safety danger, peaceful environment and developing pressure, economic system transition. In this way, the thesis manages to provide a new perspective for study on division of power between the central and local governments. It points out that, to some degree, the division of power between the central and local governments is response to environment. Environment includes national surroundings and international one. Political system of one country is not subjective choices, but political one that results from the interactive factors of national and international environment, which the political community faces. The distribution of power between the central and local governments is the result of response to the certain environment. A logic should be abided by when making response to environment, namely, suitable economy system should be provided to the development strategy when it responds to the environment, suitable government's function should be designed when transforming the economic system, and suitable distribution of power should be outline when reforming government's faction.In the Environment & Response analysis frame, this thesis has analyzed the concept of Power, divides the division of power between the central and local governments into two fields, one is the fields of power to act, the other is the field of power over, offers a new research mode for division of power between the central and local governments.
