Based on the analysis of inner drive for performance management, the research suggests that performance management will be an effective way of improving Service-oriented Government development. The article reviewed typical theory and practices in the public organization performance management, then try to build a Service-oriented Government Organization Performance Evaluation Model in order to help government organizations to make up contemporary performance gap. This paper includes five chapters. The first chapter is the introduction. In this part, based on an on-site investigation and research of government organization in Hangzhou, the writer pointed out the hysteresis between the present status of government's performance management and the construction of Service-oriented Government. In the second chapter, the paper made an in-depth dissertation about the adjustment of government's performance evaluation under the theory of service-oriented government, and their interactions. Then, in the following third chapter, based on a general review on the domestic and foreign practice of government's performance evaluation practices, the article researched the reform cases in Britain police department and Hong Kong SAR. The forth Chapter is the core of the research, the author furthered the theory discussion and proposed a tri-subject performance evaluation model. Then as a conclusion, in the fifth chapter the research proposed several research suggestions from institutional and management aspect. The main conclusions are as below:1. Service-oriented Government has an inner drive for performance management, and the construction of performance management will contribute to the Service-oriented government progress.2.The institutional basis of Service-oriented Government organization performance evaluation includes decentralization in public management, accountability mechanism, result-based and customer-oriented.3.The research concluded that the implementation of performance system in government organization depends on the comparing of costs and benefits, practicability, the contradiction with current performance system and acceptability by the organization itself.4.As a conclusion,the reserch proposed a tri-subject performance evaluation model to combine contemporary performance management practices.The component of the model include Strategical Objective sub-system,Banlanced Performance Evaluation sub-system based on integrative resource management, and Information Feedback sub-system.
