As the second pillar of the "three-pillar" medical security system, Supplementary Health Insurance (SHI) has become a major part of the medical security system in most industrialized countries. SHI also become the most important way for enterprises attracting talents. China had established the relative policies decade ago, but it developed very slowly. Now, most regions have implemented the social medical security system, but in part of SHI is lagging behind. It results in a lot of enterprises that keep higher lever of medical consumption deny participating the social medical security system, even involved, they are not satisfied with the policy for the absence of SHI. So it is urgent for the government that set up and implement SHI policies.The major research ways are: first, the act of comparing. Through comparison with international situation, we can learn something valuable experience. And also by comparing with different regions in China, we can find the problems. Second, way of quantification, through data analysis ,we know it is necessary to develop SHI.There are several creative in this thesis. First, the author make orientation of SHI connected with Chinese situations; Second, the author designs diversification SHI schemes for different part of people; Third, the author analyzes the necessity and feasibility of SHI by ways of quantification and qualitative; Forth, the author gets primary understanding about the preset situation of SHI by investigations and data analysis, put forward countermeasure for the problems.
