The regional security situation in Central Asia has been the update hot issue, and there have been different variety of views on the prospect of the situation. So, SCO, whose birth is based on the security needs in Central Asia, gave rise to wide notice. SCO, the very organization has particular significance for China. It's not only the platform on which China participates in the Central Asia affairs, but also the great achievements of China's active foundation of multilateral diplomacy. The new security concept it initiated stands for China's proposition and views on international affairs. However, as a new organization, people know inadequately of SCO, and are even sometimes suspicious. Through the general review of the history in Central Asia, the author tries to find the key points which influence the regional security situation and under this background get a rather objective understanding of SCO's political standing in this area and the prospect of development.The whole thesis is divided into three parts. Part I not only analyzed the regional security situation in Central Asia, but also introduced the coming into being and developing background of SCO. The special geographical position of Central China made it the central stage where all the world powers strive to control over thousands of years. In history, there had been invasions among great empires and different nations migrated. What history imposed on Central Asia today are the complicated religious conflict, the backward economy and the weak infrastructure. These factors grew into the reasons of long-term instability in the area. After the disintegration of Soviet Union, the interference of external powers made the security situation in Central Asia more complicated, and brought many security problems with which the newly independent Central Asian countries can't singly deal with.Part II introduced the birth, function and significance of SCO. With the constant development and changes of regional situation, leaders in differentcountries and areas exert the transition of "Shanghai Five" (the mechanism of the regular meetings of the five countries- China, Russia, Kazakhstan, Kyrgyzstan and Tajikstan to solve the multi-lateral border problem) into "Shanghai Cooperation Organization" -a regional international cooperation organization. This transition is one of the most important diplomatic practices in the present international relationship. It initiated the new security strategy featuring mutual trust, disarmament and cooperative security, and enriched the new type of national relationship of the non-alignment partnership initiated by Russia, and provided a new area-cooperative system featured by mutual participation, security first, mutual benefit and cooperation. The "Shanghai Spirit " featuring as "mutual trust, mutual benefit, equality, consultation and multi-civilization respect and "has great importance in improving the establishment of a new just and fair international political and economical order. As a production of the security cooperation in Central Asia, and with the efforts of the member nations, SCO exerts practical function in maintaining regional security and stability.Part III analyzed its existing problems on present and future development and discussed the possible solutions. After the "9. 11" Attack, the anti-terrorism cooperation of US and Russia benefits the anti-terrorism struggle and the regional stability. But the difference between the two strategic aims in the specified areas determines the limitations in the regional security cooperation led by the two countries. Under the impact of the Iraq War, the security situation in Central Asia went worse. Just for Central Area, there is a long way in eliminating all the security threatens and maintaining peaceful. There are still some problems to solve in how SCO could continually have its influences and functions in this respect. As a member of SCO, China could play its important role.
