Problems And Countermeasures Of China's Hydropower Construction Project Supervision Is Recommended

Writing Purpose And Significance Today, China has 82 hydropower project construction supervision enterprises. These enterprises have made great contributions to the hydropower construction of our country for decades and the hydropower project construction supervision team is developing and the project construction supervision work itself is standardizing step by step. The hydropower project construction supervision enterprise not only has many abuses in its system, but also a lot of problems in its management since the hydropower project construction supervision is a fairly new industry with small scale and short history. According to the investigation result of China Project Construction Supervision Association, project construction supervision enterprises with certain scale, outstanding achievements and good market reputation only occupies 10% of the total, 60% is middle level enterprises and the rest 30% is the poor ones. This is highly generalizing the present status of China's project construction supervision industry. I, the writer of this article have been engaged in the hydropower project construction supervision work for more than 10 years in a large state-owned hydropower investigation and design institute and I have good understandings to this status. This article tries to put forward some of the countermeasures to solve problems through analyzing the major problems so far existed in the hydropower project construction supervision enterprises, meanwhile, looking forward the future developing foreground of the hydropower project construction supervision enterprises, and hopefully, it may bring forward some of the beneficial opinions and suggestions regarding how to make use of the state's hydropower development opportunities in the recent 15 to 20 years so as to strengthen the construction supervision enterprises. I also present some suggestions on how to react towards the heavy market competitions after China entering WTO.Main Content And Viewpoint of ArticleThis article looks back three developing stages of China's hydropower project construction supervision as well as laws, regulations and gist prepared and issued since the running of hydropower project construction supervision system and expatiates on the theoretic gist and legal environment for founding the hydropower project construction supervision system. Construction and management of Project Construction Supervision EnterpriseEstablishment of Modern Enterprise System is not perfect; employee's overall professional quality can not reach the required standard; lacking of motivation and innovation system. Market competitive environment, establishment of modern enterprise system and professional staff quality of the project construction supervision industry are analyzed in detail. At the same time, people's misunderstanding of project construction supervision industry is explained briefly.
