Investment In Human Capital And The Western Economic Development

I put forward the research subject of this paper after I have familiar with twain economic background of the internal and the external. In terms of international economic background, world economy has already been in a developing phase of knowledge economy that is characterized by digitization and network. Following this economic development trend, the style of world economic increase is more and more depending on production, pervasion and application of knowledge. Via innovation of knowledge and information in a persistent and all-around way, via utilization of resources in the best reasonable and effective way, we could facilitate harmoniousness and unification among nature, society and economy, and then we could further realize sustainable development. Moreover knowledge andinformation are all created, diffused and applied by the carrier--human,so in social and economic development, investment and accumulation of human capital have became the problem which should be given the first priority. In terms of the internal economic background, the model of economic increase is changing from a rude way to an intensive way, and whether this change success or not are critically decided by human capital. In the western of China, there exist contradiction among insufficiency of natural resources, frangibility of entironment and sustainable development of economy, and this contradiction must be solved by innovation and evolutionof technology. All of those put forward the necessitous demand for increase of human capital in quantity and quality. Together with national policy has bias toward the economic exploitation of the western region, which offer a good opportunity and likelihood for the western's human capital investment. At the same time, there already have demand for theoretical research that related to human capital and its investment. Through relative research to discover the rule of human capital investment and form its own theoretical system that could be used as guide of practice. As a whole, research of human capital investment is provided with double meaning: one is theoretical meaning and the other is practical one.The topic of this paper is mainly about pertinence between economic development of the western region and human capital investment. After I have analyzed the pertinence, I analyzed status quo of human capital investment in the western region and its causes of formation. And in order to probe into the direction and configuration of human capital investment in the western region, I integrated status quo of industry configuration and its evolvement trend in the western region into my discussion. All my research could offer theoretical help for the western region to bring into play the high efficiency of human capital in its sustainable development of society and economy. I divided the whole paper into five chapters: Chapter 1 is "introduction", which is talking about correlative developments of the theme in the domestic and the overseas, conceptions of human resources andhuman capital and their differentiation and relationship. Chapter 2 is mainly about pertinence between economic development of the western region and human capital investment. In chapter 3 I analyze status quo of human capital investment in the western region and its causes of formation. Chapter 4 is about definition of direction and configuration of human capital investment, and this analysis is based on development circs of industry configuration in the western region. And chapter 5 is discussion about the stratagem of human capital investment in the western region.Main analysis method I used in this paper are qualitative analysis, quantitative analysis, demonstration analysis, comparative analysis, static and dynamic analysis etc. One novelty of this paper rest with my deep analysis of status quo of human capital investment and its causes of formation, and all my analysis are combined with the actual circs of the western region closely.
