China's entering into WTO has made profound effect on the development of Civil Aviation of China. According to "Annex on Air Transport ", the appendix of "General Agreement on Trade in Service ( GATS ) " , Aircraft Repair andMainenance service, saleing and marketing of civil aviation service, Computer Reservation System service(CRS) have been prescripted. With the development of opin up and international communication,China Civil Aviation will faceunprecedented chance and challenges,in the field of governmental regulation.From analyzing the theory of regulation on natural monopoly industries, In this paper, the author thoroughly analyze the market structure, conduct and performanceof China Civil Aviation due to the SCP model, and applies experiential approach to systematically analyze the competition and regulation condition of China CivilAviation. It points out that under the excess governmental regulation, civil aviationexists many problems,such as small industrial size, high enter and exit barriers in the market structure, rigid cost structure, low productivity efficiency and profit rate.Based on the analysis of the characteristics of China Civil Aviation regulation and combined with the common rules of natural monopoly reform, the author introduced some fundamental refoim patterns of China Civil Aviation reform in the paper. The key factors affecting the working of these patterns are also being illustrated. In additional puts forward that some policy proposal, including loosening governmental regulation, guiding industrial promotion,improving corporate governance,setting up anti-monopoly and fair competition regulation,can stimulate competition as well as raise efficiency at the same time.
