Moral education was taken as a main means of managing state affairs in ancient china, but it mainly resorted to moral remonstration, moral inner-restrain to adjust social benefit relations and promote the development of individual and society. However, as a general plan of managing state affairs, we think 'rule of virtue' not only a problem of moral education but also a guiding ideology and value principle of running state, attaching importance to both moral regulations and moral administration.Based on what I say above, this paper will focus on the following aspects such as the studying of history of china and foreign countries in the field of 'rule of virtue', the analysis of the history process of moral institution. Combining the current social economical situations, this paper will also give a comprehensive explanation of the possibility and necessity of moral institution and put forward the path of its supply.This thesis is divided into three parts.The first part studys the history of 'rule of virtue 'and moral institutions to analyze the academic and practical possibility of moral institution, mainly solving the problem of what is moral institution; The second part talks about the trend of moral institution. Based on the analysis of the inner-forming of the market economy morals, this section points out a host of immoral phenomena caused by the contrary between the partial morals of the transitional period and the market economy morals, and goes further to explain the necessity of taking institution as a way of clearing up these immoral phenomena, mainly expounding the question of why we have morals institutionalized. The third part discusses the construction of moral institution. Afteranalyzing the values and functions of moral institution, it provides detailed steps to make morals into system, mainly solving the problem of how to institutionalizemorals.
