With the adjustment of global industrial structure, the role of service sectors has become more and more important in every country's economy. In recent years, while encouraging the development of its service sectors, China has accelerated the pace of domestic service sectors' opening by introducing FDI, which is vital now in the process of development of China's service sectors. This paper, starting from a general introduction of China' service sectors' opening situation, first studies the situation of FDI utilization in China's service sectors, then discusses the effects FDI has brought both to the improvement of service competence and to the development of specific service industries, finally presents some concrete proposals and measures for using FDI under the circumstances that China has become a member of the World Trade Organization (WTO).
