To guarantee the "four rights" of party members and the masses in the cadre election, i.e., "the right to know", "the right to participate", "the right to elect", and "the right to supervise" ("four rights" for short) is a successful fulfillment of the democratic theories of Marxism and the masses policy of our Communist Party. It is not only the basic orientation in the reform of the cadre personnel system, but also an urgent need to prevent the malpractice in cadre election and to train highly qualified cadres. Due to some inaccurate understandings, imperfect system, the side effect of market economy, there are still problems in the work of guaranteeing the "four rights", such as the lack of system guarantee, etc..Under the guidance of the "Three Represents" and the democratic theories of Marxism, the present paper is a systematic research on the "four rights" issue. In accordance with the concerning ordinances and polices in The Working Ordinances in the Party Cadres Election and Compendium in Strengthening the Reform of the Cadre Personnel System, the paper assimilates the fruits of related studies in recent years, carries out a qualitative and quantitative study of the present situation of the fulfillment of "the four rights". It presents a clear definition of "four rights", analyses the relationship among each rights, explains the importance to guarantee the "four rights" and summarizes the achievements and problems in our work. Further, it points out the necessity of establishing the working system, supervision system, and evaluation system of "the four rights". In short, the research is an attempt to provide the work of "the four rights" with theoretical framework.
