The electronically governmental affairs is also called as E-government, which means a new management style of which the government uses a kind of a advanced science technology to change the ways of traditional management processes, and which has showed the great function in the enhancing administration efficiency and reducing administration cost etc. E-government is also a necessary method in our country to carry out the reformation of administration system, adapts to the demands of development informationlization and overcomes the system obstacles while carrying out the government informationlization construction. The present paper has analyzed the problems during the E-Gov construction processes with the method of contrasting and evaluating the practical experiences abroad by quoting the latest data that formed in the February 2004 to irritate the E-Gov development processes, points out that the E-Gov should develop according to the direction of the roles the government-web site has been playing, and then draw the conclusion that the accustomed profit of the existed departments and the private employees should be combined with the administration system reformation in order to recognize and find out the factors hindering E-Gov development at the present.
