The effective rise of farmers' income is the basical guarantee that accomplishes economic long continued increase, and it is also the essential condition that continuously increase national income, narrows the income gap and realizes social fair, so accomplishing income is both the basic premise of comprehensively constricting well-off society at present state and the inherent request of socialist essence. But at present state Chinese farmers' income has been slowing down, which seriously restricts national economy development and affects farmers' production activities.
