On The Control Of Administrative Law Enforcement

This thesis undertakes a study of the concept, content, significance, methods of realization and effects on the act of the administrative procedure in the course of enforcement of administrative law, aiming at the exploration of a administrative law-enforcement procedure to safeguard administrative law-enforcing act that is lawful, open and just. The thesis maintains that the value of administrative law-enforcement procedure is one that is practical and it necessarily relates to procedural justice and the safeguarding of legitimate rights of citizens, legal persons and other organizations .The significance of administrative law-enforcement procedure not only lies in the safeguarding of the dignity, rights and interests of persons concerned in administration but also in regulating administrative law-enforcement act, resolving administrative disputes and effectively administering administrative remedies. This thesis proposes procedural principles and rules for realizing the value of administrative law-enforcement procedure and certain ideas for the establishment of administrative law-enforcement procedure in China.
