More and more enterprises are aware of improving management to answer the challenge in the keen market competition with each passing day with the unceasingly increasing complexity and uncertainty of the environment enterprises confronted in the contemporary age. The core in the management is the human resource management, it becomes very important for the manager to operate human resource management, thus how to appraise the performance of the staff will be a great problem for the manager to deal with.Being the main body of China national economy, State-run capital-intensive & labor-intensive enterprises face with even more grim situation: the process of global economic integration goes faster; China has joined WTO; large transnational enterprises purchasing culmination occurs repeatedly; trade integration rises one after another; internal investment tends to become craze; resources is in short supply; the operating personnel executives' sense falls behind; internal structure & mechanism need reform. While there is no more systematic, complete, established case for state-owned capital-intensive & labor-intensive enterprises drawing lessons from how to establish a scientific and effective performance appraisal system and put into effect to reduce production costs, increase economic efficiency, elevate synthetic power, ensure the developing strategy realized.Under this background, the case links China Great-wall Hongda Corporation Ltd., the typical case of State-run capital-intensive & labor-intensive enterprise, the backbone enterprise supported by the State-owned Assets Committee, represent the entire project process of performance appraisal program, try to form case used for reference.The case brings forth new ideas in Chapter Three and Chapter Four, concrete details show:1, represent the train of thought of the performance appraisal system in a whole, state the main procedure of the case design: building-up the common view; set up the model of appraisal program; design the appraisal system; organization and put into effect; means of appraisal; feedback and application; working procedure; due time; improvement for the previous appraisal program, etc. It is key and important to explain the work in the case designing process at some length, the course may be simplified and be handled easily; otherwise it will not get to the point or will be lose more than gain, consume manpower and material resources,gain still inefficient operation of the department and post ,more complaint of the staff.2, The train of thought and procedure of appraisal system being discussed, the paper shows systematic and complete case that is provided with new ideas. The case is different from traditional means integrated by human resource department. Linking the objective reality of State-run capital-intensive & labor-intensive enterprises, the paper designs the managers' performance appraisal program that organized and carried out by human resource department and the appraisal program that organized and carried out by the appraisal office for functional departments and production -operating activities units.
