E-government Research And Administrative Innovation

People's life and work styles have changed greatly along with the fast development of the information technology and the wide spread of the network technology. The traditional administration style of government apparatus cannot adapt to the development of the new environment any more, so a new management and working style, "E-government", which focuses on serving public and takes smaller, faster, more modern, more economic and more efficient as its characteristics, replaces it. At present, many countries in the world are all make every minute and second count to set up E-government.E-government means governments at all levels make their administering, information releasing, information exchanging and public service electronically. The essential goal of E-government is to realize the transformation of administration functions from the traditional to the modern. The building of E-government is an important impetus for creating the governmental management and it will also promote the governmental managements' creating and developing on modernizing, networking, flatting participating and intellect. Up to now, E-government has been used in many fields of the administration and appears in various applying forms. The building of E-government has many functions, such as improving governments' running efficiency, cutting down governmental costs, reconstructing governmental working styles, providing all-direction governmental services, forming the new channel for public participating social administrations and transforming governmental social roles. The implementation of E-government replaces, renews or simples many traditional administration styles. It has great significance to create administration styles.Recently, we have made great progress in building E-government and the results are obvious. Meanwhile, there are still some problems demanding prompt solution during the building process, such as the shortcomings in ideological mode, managing system, skill level and law guarantee. It is a complex and arduous project to build a set of electronic, interconnected and new administrative system. We should face all kinds of difficulties that may be met calmly and seriously. On one hand, we should find the root of these difficulties in order to provide for a rainy day; on the other hand, we should make some feasible schemes to solve the difficulties in order to carry out the high-efficient and high-level administrative system successfully.
