The port administration system of China is formed in the ground of our society. With the development of our social productivity, especially the economical system of China, the port administration system is developing greatly. As the no.1 port in China, the administration system of Shanghai Port was innovated in 2003,and the original harbor bureau was separated into two parts, Shanghai Municipal Port Administration Bureau and the Shanghai International Port Group. The reform has a great effect on the Shanghai Port and the development of the port around China. So, it is very important to locate the right function, and integrate the relationship of the two parts.After the separation of the administration and the corporation, the market of Shanghai Port (mainly the market of container terminals) greatly changed, but there were still numerous problems, for example, the relationship between Shanghai Municipal Port Administration Bureau and the Shanghai International Port Group, the competition and cooperation between the state-owned companies and the joint venture companies, the privatization of harbor, the power of appointing the dock, the formation of dock fee, and so on. With the SCP(structure-conduct-performance) method in the economic theory, the dock fee is focused on, and the game theory mode is set up between the administration bureau and the enterprise.
