| The development of new and high-tech industries and the realization of industrialization are the major strategies for any country today to increase its competitiveness in its competition with other countries and to strengthen its comprehensive national strength. Now China is in its industrialization process, hence the development of new and high-tech industries is absolutely one important strategy to realize the structural optimization of industries. As part of this strategy, 52 new and high-tech industrial development zones of the state-level have been founded after the establishment of special economic zones (SEZ). These development zones have already become the major forces in stimulating the rapid economic development of the local areas.Approved by the State Council, Yangling Demonstration Zone of Agricultural High-Tech Industries (YDZ), the 53rd of its kind in China, was established in 1997. Compared with other 52 development zones, YDZ is facing more challenges while lacking experience in the development. How to make breakthrough in establishing privileges in Yangling to develop new and high-tech industries in Yangling is the crucial challenge we have to face. This paper is the author's research and reflections on developing industries over the past few years.The paper is divided into 5 parts:Introduction In this part the author expounds the background, purposes, significance and research trends of home and abroad, and then points out the research method and innovation in the research.Basic theory and practice in developing new and high agricultural technology This part elaborates on the significance, characteristics and trends of new and high agricultural technology, introduces the progress in Chinese new and high agricultural science and technology, and meanwhile studies the experience and general elements in developing new and high-tech industries of home and abroad.The current status and characteristics of developing new and high-tech industries in YanglingThis part analyzes the achievements in new and high-tech field in agriculture after the establishment of YDZ, the existing problems and drawbacks and advantages and disadvantages for YDZ in its development in the following years.Determining leading industries in YDZAccording to the development trends of new and high technology and industries combining the actual situation in Yangling, 7 appraisal factors are proposed to determine the identity and its leading industries. Furthermore the paper points out the major fields for YDZ to develop its industries.The strategic system to promote the industrial development of new and high technology in agriculture in YDZ.To realize fast development of new and high technology in agriculture in YDZ, 5 strategies are proposed, namely the system innovation strategy, sci-tech innovation strategy, investment environment strategy, investment promotion strategy and urbanization strategy.. |
