Analysis Of The Role Of The International System And Its Development Prospects

The end of the cold war is the sign of the coming transforming period of international relations. During this period, the connotation of international relations greatly enriches among which the transnational and global problems become the central issues. Non-state actors take more and more important roles in international relations. The interdependence in international relations deepens with each passing day. The theme of international relations converts form conflict into cooperation. The process of globalization accelerates day by day. The ways people dealing with problems are evidently different from the old ones. The pattern of zero sum game decreases gradually, while the non-zero sum game becomes the main stream step by step. Then, international institution becomes people's favorite and the usual pattern of regulating contemporary international relations because of its reality, adaptability and feasibility. International institution, in a sense, has changed the development direction and process of international community and has made the latter gradually form an institutionalization state that is relatively orderly. Meanwhile, the role of international institution has also been restricted by internal and external factors. But it is not the reason to negate international institution. On the contrary, we should reform and perfect international institution by remedying its limitations. So long as we do not lose heart in pursuing peace and development, international institution will be perfected step by step. The institutionalization prospect of international community is optimistic.This dissertation contains three sections.In the first section, the key concept of international institution is fully analyzed. First of all, on the basis of the analysis concerning American scholars' research on international institution, the reason why the concept of international institution that is created by Robert O. Keohane is adopted is explained. In the second place, the author's own opinions about international institution and its general characteristics are expounded. In the third place, the international institution is categorized according to its issue area, characteristic of form, scope of role and whether it has obligatory binding force on its members. The analysis on characteristics of international institution in this section is relatively creative compared with other studies on this issue in the contemporary China because it includes both pure theory and discussion that is combined with reality.The second section of this dissertation is very important, that is, emphasis is given here.In this section, roles of international institution and its limitations are expounded. International institution is the result of interaction among states and is inevitably influenced by international situation. Therefore, in order to understand the role of international institution, the background and real conditions of it should be analyzed firstly, that is, the scope of international institution's role. In general, it refers to the state of anarchy in international community, the interdependence among international actors, the coming of the Globalization Age and the protracted nature of international association. It is difficult to establish international institution because of the state of anarchy in international community. However, once it is established, international institution is able to bring into independent play. In this section, roles of international institution are affirmed from seven aspects, and at the same time, the internal and external factors that restrict its role are profoundly analyzed.In the third section, it is firstly pointed out that they are not enough to be the reasons to negate the role of international institution although it has limitations or something inevitably.
