The resource of water and soil are the extremely valuable natural resource for the survival of human being. Our country has made high-spaced and sustainable development with less water and land resources, comparing to other nations. Owing to the high-speed economy in middle stage of industrialization, our country will enter a new period of acceleration of urbanization in the coming 20 years. With the increase of population and accelerating use of water and land resources, water and land resources are growing scarce. The limited water and land resources and high-spaced sustainable social and economic development emerge as two conflicting forces. It is much concerned that how to protect and utilize the water and land resources to ensue regional sustainable development.Taking Changqing district of Jinan city as an example, the author analyzed the supply and demand situation of water and land resources in Changqing district, by use of RS, GIS and SD model, the author predicted the supply and demand of water and soil resources in Changqing district, and put forward some suggestions The main contents are as follows:1. The prediction of supporting capacity of water and land resources in Changqing district. Though observing and studying the supply and demand system of water and land resources and It's utilization and its affected factors' interrelation and included feedback information, the author chose 83 variables and set up a SD model of water resources in Changqing district. The author thought of many schemes of water resources exploitation and utilization. The author selected three programs from the schemes above simulated them by STELLA. The simulation results show that problems of water waste and water pollution are serious in this district. Under these circumstances, water resources in Changqing district can't support its high-spaced sustainable social and economic development. Exploiting new water resources and economizing the use of water are two major ways to solve the coming water shortage, but the former has its limitation, and the latter, including such ways as agricultural water-saving irrigation, reclaimed water treatment, and repeated utilization of water, is essential.2.Analysis on supply and demand of Chanqqing land resources: According to urban planning of Jinan city and developing program of economic sectors of Changqing district, based on the prediction of population and urbanization level of Changqing district, the author analyzed the supply and demand of land resources using RS and GIS method. The result shows that: Thecontradiction of supply and demand of land resources concentrated on the occupation of agricultural land, especially on farmland. If the lands of the other economic sectors are to be ensured, cultivated land will decrease 6002 ha. As the proportion of grain and economic crops decreases in the future, the grain produced in Changqing district can't satisfy the rural people's demand, the contradiction of supply and demand of land resources will become more and more serious.3.Strategy of improving supporting capacity of water and land resources in Changqing district: Based on the analysis of supply and demand situation of water and land resources, the author put forward some suggestions of enhancing supporting capacity of water and land resources in Changqing district. In accordance with the characteristics of supply and demand of water resource in the coming years, such countermeasures as setting up water right system and water market, build high-standard water supply system, etc, were advanced. According to the supply and demand of land resources, the author suggested that the government should develop suburban agriculture, reduce cultivated land to plant forest and propel the industrialization of land arrangement, etc.
