Along with the rapid development of the highway communication industry and national economy in our country, the number of large tonnage trucks on highways has increased sharply. Driven by the operators for the seeking profits, the issues of excess-load transport on highways have become more and more serious, and been turning into topical and hard problems to solve. Excess-load transport shortens the highway service life badly, which would give great losing for the transportation departments and our country further more. So how to deal with the excess-load transport efficiently are becoming urgent affairs. On the basic of the analyzing the economy mechanism of the transport process, this paper concludes that the faultiness of the toll policy is the primary reason of excess-load transport on highways. Current toll policy is a "toll-by-type" one, which means the charge is confirmed by the van's tonnage marks no matter how much it loading, and weather it loading or not. This kind of charge policy encourages the excess-load behaviors indeed. "Excess-load is to reduce toll, excess-load is profits also" a good summary for the current policy. Reformation present toll policy is imperative under the situation.Aiming at the request of toll-by-weight for truck on the turnpike, this paper, based on the sample datum from G104 national highway (Yixing part, Jiangsu China) and JIANG YIN Yangtze River Bridge, does the demonstration analysis, brings forward the theory models and implemental program. Through the adjusting the current toll modes and confirming new charge rates, the paper gets he results that mainly relying on the economy means, assisted by necessary administration measures, is a efficient way to hold back the behaviors of "large tonnage small mark" for trucks and excess-load transport, to ensure the highways being used safely and efficiently, to adjusting the transport supply structure, to normalize the actions of operators and the order of market economy. It is hoped that the harvests of this paper could offer the general conclusions to innovations for theory of toll roads and management of it.
