Modern enterprise is affected and restricted by a lot of factors while living and developing. One of them, the most important and essential is the laborer, who is human resource in enterprise. They are only factor that has close relationship with human being in all resource. This article holds emphasis on organizational structure and design, team cooperate spirit and performance management, which make an important effect on human resource management in all foreign enterprises. Organizational structure is the necessary base on which an enterprise lives.1. In the recent years, great changes of organizational structure have taken places in many foreign companies. The present organizational structure form changes into flat and transverse from old longitudinal. The old structure was so detailed to create a high cost in human management with so many leaders upon a single level, however the new form not only reduce cost but also cut many leaders who made a complex and confusion situation in the past. So the staff has a clear borderline between responsibility and potency now.2. Performance management is a kind of tool preventing invalid performance and improving performance. As a necessary factor in human resource management, its significance relies on our point of view, and some of them have close relation with decision of human resource management. We here insist that performance valuation should be a kind of feedback system and decide how to allot rewards.3. Another important content in human resource management is to create an effective team and to make it as teaming for excellent. It is decided on both managers and employee. Now the enterprise face so complicacy and hard environment and situation that it cannot live on some individual but must generate an excellent team in which all individual should cooperate altogether and depend on each other to deal with those different and confusion information.4. These three factors in human resource management are not absolute but they are associated closely with each other. Human resource management can make an effect only if they hold themselves altogether and depend on each other. If they become an individual, they cannot realize their value and function.There are three new points in this article.1. A new organization structure is researched in this article. We call it as Matrix form. It presents another big leap for enterprise in management level. It destroys the traditional management structure. We need this kind of structure when situation requests both special technology and quick changes in each product line. It centralizes function sector and product sector. It takes advantages of liability of management result and specialization. Its obvious feature is to destroy the frame of unit command and to create double command chain. Obviously this is a violation to classic command principle.2. What the most important is performance management presents a continuous communication between manager and employee. As a complete PM system, completing performance evaluation does not mean PM is over. This article studies how to run result of performance evaluation, performance feedback and how to diagnose PM system.3. Enterprise is sure to make a reformation on traditional management system when it plans to generate a team. It will execute a different management mode from old ones. All obstruct among sectors will be destroyed so as to make management fully valid.
