To enhance our country enterprise's international competition capacity, to change the way of economy growth, to develop and aggrandize enterprise economy, the key point is on the talent, especially on the higher-level talent, because they are the backbone and nucleus of enterprise human resources, are main creator and path breaker of advantageous productivity, are the fundamental power to push forward the refonn and development, are the key factor to bring the enterprise to life. The enterprise higher-level talent building is the emphasis of our country's human resources building, because they are the upper layer in the framework of enterprise human resources.At first, the thesis defines the concept and extension of the higher-level talent, and briefs its construction. Then the thesis retrospects the history of our country's higher-level talent building. And it analyses the main conflicts, the urgency facing our country's higher-level talent building.Secondly, the paper seriously analyses the problems and its causes in the three taches of state ownedenterprises' (SOEs) higher-level talent building--cultivation, attraction, and employment. Someproblems are due to historical accumulation; some are formed with the gradual social and rapid economy development. Those causes include the former close door policy and backward way of thinking, the present reform and the open door policy and people's value 'declination accordingly, the government policy orientation and governing system, and enterprise's lack of the employment main body. In one word, those problems and their causes involve governing system, mechanism, policy and environment.Thirdly, the paper puts forward the general way of thinking, guidance principle, and objectives and tasks of the enterprise's higher-level talent building, according to the requirements of the time and the rule of the enterprise higher-level talent growth. Initiatively, the paper advocates that the enterprisehigher-level talent building must carry out the five system's innovation--cultivation, introducing into,employment, market and social security, the emphasis is to build up five groups of talent--excellententrepreneur, enterprise property representative, senior management professional, excellent technology leader and senior technology professional, and advanced party affairs worker.As the core of the paper, aiming at the problems in the enterprise talent building, and combining the realistic status of our nation's social, economic development and that of the SOES, from the aspects of thought and conception, policy environment, management system, running mechanism, and talent cultivation, introducing into, employment, stabilization, staffing, the paper brings forward some measures and policy suggestions.The papers hopes that through those policy and measures, the government and the enterprise will play a full role of macro control and dominant function respectively, and will create an environment of talents showing and committing themselves, and to reach a status of higher-level talent being cultivated up, introduced into, retained in, well employed, proper mobility.
