China's entry into WTO has provided Chinese banking with not only vast developing opportunity but also unprecedented rigorous challenge nowadays. Many factors will challenge Chinese banking, for example, the coming fierce competition pressure from foreign banks, more financial risk, new economy growth, marketablization of rate, the rapid development of global finance, and so on. These factors have presented new requirement to build risk safeguard system. Therefore, how to promote the reform of financial system, build risk safeguard system and improve their ability of risk safeguard will be crucial to the future development of Chinese banking.This paper consists of four chapters. Firstly, by analyzing the research background and research significance, it points out the importance of preventing and dissolving the risk of banking, followed by the generalized introduction of the concept, characteristic, categories and the specific definition of banking risk in this paper. Secondly, from the point view of Chinese banking development, it analyses the internal and external causes of the risk of Chinese banking. Besides, this chapter analyses the existing risk of Chinese banking after entry into WTO. Thirdly, it makes some introductions on three models of preventing risk measures in foreign countries. The three models are made of absolute openness, made of limited openness and made of centralized management respectively. It also makes contrast among different methods of preventing and dissolving banking risk in America, Poland and Sweden. Moreover, in this chapter, it generalizes the common measure to dissolve risk of banking. Lastly, on the basis of the analysis of competition strategy of foreign banking, it put forwards the viewpoint the Chinese banking showed preventing risk from microscopic view and macroscopic view. To Chinese banking in the background of opening up, microscopic method includes bettering the condition of financial affairs, accelerating the establishment of modern commercial bank system, carrying out intensive management and improving the core competitiveness, and so on. Microscopic methods include the deregulation of central bank, promoting the financial market, improving the competitiveness of Chinese banking, and so on.
