Human resource is a special resource, which is of the most potential and valuable factor in the enterprise. Different kinds of employees make different contributions to the enterprise. It is reported that 80% of the profits of production is earned by 20% of the employees. Under this circumstance, these 20% of employees are considered to be the core staff for which their contributions to the enterprise takes up most of the enterprise's benefit, which is of great significance to the enterprise. Core staff is commonly difficult to be replaced, only because their removal and undesirable working condition might result in massive loss to the company. Therefore, how to effectively motivate the core staff will be an overwhelming factor in human resource management. The core staff, who is different from the ordinary employee, has some distinct characteristics. This article analyses the general feathers of the core staff and draw conclusions with five kinds of elements which influence the effect of motivation. As how to effectively motivate the core staff, this article offers us some suggestions from both economically and non-economically motivating aspects. In the view of more references for domestic enterprises, in the end of this article, the paper takes example of General Electric (GE) discussing the measures that GE have taken to motivate its core staff.
