During the course of analyzing and evaluating complex large systems with large scale and complicated structure and many influence factors such as the system of industrial competitiveness among regions, the intrinsic character of this kind of system must be considered such as multi-layer, multi-factor (multi-object, multi-attribute), multi-phase. It is necessary for the solving of practical comprehensive evaluation problems to evaluate this kind of complex object systems used widely effectively and synthetically. It is just the start and stand of putting forward the study. The purpose of the study is to discuss a effective method of comprehensive evaluation which is combine qualitative analysis with quantitative analysis and to construct the intelligent system supporting the process of comprehensive evaluation by advanced computer integrated method and information-processing technique.The main study contents in the paper are fuzzy comprehensive evaluation model solving of comprehensive evaluation problem, neural networks comprehensive evaluation model, the design and realization and development of integrated complex evaluation system intelligent decision support system (ICSIDSS) and the development of intelligent decision support system of the industrial competitiveness among regions, the empirical analyzing of the city of Xi'an. The detailed study is as follows:Fuzzy comprehensive evaluation model is built up and it's reasoning mechanism is proposed to solve comprehensive evaluation problem. All kinds of comprehensive evaluation methods are lucubrated. The confirmative method of integrated multi-object weigh coefficient is proposed, in which the theories of entropy and fuzzy sets united, and subjective and objective method is combined.Neural networks are applied to comprehensive evaluation of multi-layermulti-object comprehensive evaluation problem. The model of comprehensive evaluation based on combination networks is put forward which supplies gist for constructing the encyclopedical multi-expert system.The environment system where fuzzy comprehensive evaluation model and reasoning method, neural networks comprehensive evaluation model, interrelated data and information, knowledge and experience of evaluation expert group, computer and all kinds of advanced technique are integrated is studied in detail. Intelligent comprehensive evaluation decision support system of the industrial competitiveness among regions developed with PowerBuilder is produced in detail.In the end, with the evaluating indicator system of the industrial competitiveness among regions setting up, a general evaluation on the industrial competitiveness in the city of Xi'an is given with the models, technologies and methods mentioned above. Then the calculated result is analyzed.
