It is a history of about one hundred years since the management was developed into a theory. Benchmark management was regarded as one of three major management methods together with strategic alliance and process reengineering in 1990s. Its principle idea is to help enterprises to seek, derermine , follow up , learn and exceed the benchmark enterprise rapidly by regular and continuous comparasion. Benchmarking method is used wildly in western countries to improve management level and business performance . The implementation study of benchmarking method is been exploring further. The paper focuses on the benchmarking implementation process of Xi' an Micro-Electrics Corporation for improvement, studing how the multi-national semiconductor manufacturing company keep business performance and international competence , which is of great significance to the application of benchmarking theory and the innovation of Chinese semi-conductor manufacturing companies using western successful experience for reference.The paper utilizes benchmarking theory to study comprehensively and systematically how Xi'an Micro-Electrics Corporation applies benchmarking method. Firstly, the paper summarizes the benchmark theory, benchmarking method and sets up a model for benchmark learning. Then, the paper does a case analysis of benchmark learning, analyzes the inner environment and outer micro-electric industry environment , business performance and competence position of Xi'an Micro-Electrics Corporation . On the above basis, this paper makes clear the enterprise' s vision , competitive strategy and applies benchmarking method to design the benchmarking process, define the benchmark projects and develope five major phases of benchmarking. This paper discusses all of phase actions , finds out the difference between Xi'an Micro-Electrics Corporation and the benchmark enterprise and its root cause, developes improvement projects and demonstrates the effects in practice . Finally, through the case analysis of benchmark learning of Xi'an Micro-Electrics Corporation, the paper sums up the related attention points for successful application of benchmarking method for China's semi- conductor manufacturing enterprises.
