Along with market economy development, it is natural to allocatethe house monetarily. From 1980s' our nation has been reforming thehousing system. Nowadays, the monetary house allocation has alreadybeen the dominated idea. It is a worldwide problem to be settled down forall residents. The developed countries and areas had accumulated a plentyof experiences to solve this problem, which are worth us learning. Atpresent, our country has the heavy duty to develop people's livingconditions. This thesis tries to make out the way to establish the housingfinance system in order to resolve the problem. The purpose of this thesis is to research the way to establish thehousing finance system in order to resolve residents' houses, combiningwith realities of China, by introducing better experiences from developedcountries and areas. The paper consists of three parts: The first part is the narration of the housing finance' concept andintroduces the experiences of developed countries and areas. Firstly, I introduce and analyze three points about housing finance. Isupport English scholar David Garnett. His point is comprehensive andaccurate. Secondly, I analyze the significance and characters of housingfinance. At last I introduce and compare the experiences of developedcountries and areas. Those are USA, Singapore and Germany. The second part introduces the reform of housing system in Chinaand the present system of the housing finance. The progress of reform can be divided four phrases. First phrase isfrom 1980 to 1988; the central government made some experiments in afew cities and got some findings. At same time, the YanTai Housing SaveBank and BengBu Housing Save Band stood for the housing financecoming out. The second phrase was from 1989 to 1993. Along withevolution of the economy and housing allocation theories, the way ofreform had changed. The housing reform had been carried out aroundcountry. In this period the house provident fund had been set up fromShangHai to other 131 cities. The third phrase is from 1994 to June, 1998.The system of housing finance had been established initially. The bankstarted to operate the personal house mortgage loan. The fourth phrase isfrom June, 1998 to present. The housing finance has been developingquickly. At end of this part, I introduce the present system of housingfinance and point out some deficiencies. The third part discusses how to establish the system of housingfinance in China. The thesis supposes set up the Management Committeeof Housing Finance, which is responsible for operation of the system.Then the Bank of House Development is supposed to set up in order tocarry out housing polices. At last, the thesis analyzes the system of house provident fund anddiscusses how to improve it. I introduce the good experience fromShanghai at the end of paper. The thesis tries to answer it and propose some macro measures, suchas establishing the policy housing finance system However, the details ofhow to carry it out are not discussed. That is a deficiency.
