Since the commercial banks in China have undertaken the housing-mortgaged loan in 1985, the volume of housing-mortgaged loan and the houses that individuals bought have been enhancing year after year. Especially in recent years, with the rapid development of urbanization, the market of individual housing-mortgaged loan is very active. Therefore, the housing-mortgaged loan, which is most effective connection between production and consumption of housing, becomes increasingly important . Although some achievements have been made, we should realize that there are quite a few latent risk factors such as market risk, interest rate risk, law risk, moral risk and credit risk. Whether the commercial banks can recognize and eliminate these risks or not will severely influence the healthy and rapid development of housing-mortgaged loan. Because of this, I chose the topic "The Risk and Protection of Individual Housing-Mortgaged Loan" as my Master's Degree dissertation. The dissertation tries hard to find the cause of the housing-mortgaged loan risk of commercial banks in China by analyzing the performance of the housing-mortgaged loan risk, and then puts forward the countermeasures to eliminate the risks of housing-mortgaged loan for the commercial banks in China by using excellent experience of typical countries or regions for reference. First of all, the thesis briefly introduces the development of the real estate market and individual housing-mortgaged loan in our country, meanwhile indicates that there are many latent risks in housing-mortgaged loan and points out the issues that the dissertation wants to study. Next, the paper classifies the risks: borrower risk, project risk, deterioration of economic conditions, law risk, moral risk, bank management risk , liquidity risk, etc, and shows their respective performances as well. And then ,the paper makes a deep and thorough analysis into the causes of the above-mentioned risks through a concrete instance. Making a study of the reasons mainly from the points of view including asymmetry of information on individual house loan market, lack of united credit system in society, nonstandard development of real estate market, uncompleted establishment of active mechanism on preserving from individual house loan risk by the government, undound bank managing system, and relatively laggard risk management method & risk consciousness. The fourth, aiming at the risks which have been found in commercial banks in China, puts forward the basic framework to establish countermeasure system of housing-mortgaged loan and sets up countermeasure system and policy for housing-mortgaged loan from the point of business management inside commercial banks and external social environment. Through the above analyses, this dissertation is of the opinion that the roles of the state, society, bank and intermediary organ should be adequately brought into play on preserving from individual house loan risk. Only through the efforts of the state, society, bank, and intermediary organ to construct a intact and united risk prevention system, can the real estate trade develop in a health and stable way, nipping in the bud of all adverse factors.
