Man can not live without air,soil,water,etc.. The quality of environment influences our daily life directly. As economy develops constantly, the more environmental problem is caused by various kinds of industries, the more attention is paid by people. Environmental protection can not be done without monitoring. People can grasp what and how the pollutant is. Monitoring can prevent large-scale pollution accident from occurring, it can point out the direction of control. In order to control the pollutant, each environmental protection department can grasp every blowdown state of enterprise by monitoring pollution sources online. In the first part, to meet the need of the readers out of the trade, the author makes an introduce to the online monitoring system of Sichuan Province. By analyzing the marketing environment and the customer's characteristics, we can subdivide the market. By introducing the manufacturing enterpries, we can choose the target market. Different cases on market competition is adapted to describe the course of the gliding of Huitong Company'market share.The author put forward the question—Why does Huitong Company lose its own market? SWOT analysis is used to analyses the experience and lessons of Huitong Company. Finally , with the change of the marketing environment, the author make some reinventing suggestions on marketing tactics. Using theoretical tools, the author analyses the marketing practice of Huitong Company in Sichuan in recent years. The author put forward some of his own views: First, the Environmental Protection Agencies are our customers in wide sense, they are big customers,they buy repeatedly for a long time. Analyzing and meeting the need of environmental protection department at present and in the future conscientiously, manufacturers of online monitoring instruments can gain the competition advantage. The online monitoring instruments manufacturers places the departments of environmental protection on the customer's position all the time. The relationship is not only cooperative but also allied. Second, enterprises should get support from the local intermediate trader when first entering the market . The local intermediate trader keep tight relation with environmental protection department. In order to open the market rapidly, enterprises need the help from the local intermediate trader. After a period of time, With the open-up of the market, the promotion of enterprises' products popularity, the relation with departments of environmental protection is set up progressively, enterprises should reduce the reliance on the agent. Direct selling is adopted by enterprises. It can make more profit margin than before. Third, the contest of the market is fierce on day. Enterprises beat the price down each other for the limited customers. The contest is turned into a malignant competition. Selling in the relation type is better than selling in the trade type. Selling in the relation type is a common type in the market. The advisor type is the best one.
