Changes In Characteristics Of The Rural Land System And The Propulsion System Of Ownership Ladder Layer Construction,

Nowadays, "San Nong"problem is an important theoretical and practical problem in Chinese political and economic living, it is also a task that must be completed on the process of building a well-off society in an all-round way. There is lots of analysis on how to solve this problem in the theorists'research, and there is a more uniform focus in them, that is the theoretical research about the reform of Chinese village land system. Because land is the most important resource for farmers and Chinese village land system has been adopted many deferent types, the considerations about the reform of Chinese village land's ownership system is the most centralized problem of theorists'discuss. This paper analyzes the history of the transformation of Chinese village land system, especially the history from "the system of family contact and response"firstly, then it points out that the most vital task of the reform of village land's system is the reform of village land's ownership system on the basis of the characteristics of the development of the village land system. And it also points out that there are two vital questions on the process of the reform of Chinese village land's ownership system. They are the reform of village land's ownership system lags behind the development of system condition and the patch-dependence of system transformation. So this paper brings forward two criterions——farmers'"efficiency anticipation"and "interest anticipation"on the basis of the summarizing about solutions of the reform of village land's ownership system. At last, this paper wants to construct a village land's ownership phase development system by using these two criterions. This new village land's ownership system must be beneficial for us on the process of overcoming the two vital problems of the reform of village land system, and it is also beneficial for us to build a well-off society in an all-round way.
