Shanghai Cooperation Organization (SCO) , the first regional cooperation organization advocated by China in the history, is a new kind of multi-lateral cooperation organization, combining all levels of exchanges and cooperation in the fields of security, politics, economy, culture, etc. Since SCO was founded by the People's Republic of China, Russian Federation, the Republic of Kazakhstan, Kyrghyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan in June 15, 2001, domestic and overseas scholars hold different points of view to the organization's future development, pessimists also included. By using the method of comparative analysis of the international politics theory, the thesis starts from the analysis of strategic interests enjoyed by China and Russia, the two most important countries in SCO, and researches the existing problems and prospect of the organization. From levels of international politics, regional affairs, traditional security, non-traditional security and bilateral affairs, the first part of the thesis expounds the common strategic interests of China and Russia in SCO, sets forth the reasons why the two countries hold common strategic interests, and points out such characteristics as dominantive, universality and permanence of the interests ? The second part impersonally analyzes the differences between China and Russia that the two countries strike "three forces", namely splittism, terrorism and religious extremism, and realize their interests and goals in Central Asian region in the framework of SCO, raises that Russian diplomatic tradition, Putin's foreign policies, "China thereat theory" and the factor of US are the basic reasons why the above-mentioned differences emerge. Aiming at the common interests and differences of China and Russia in SCO, the third part puts forward some suggestions to maintain the coherence and impetus of the organization and safeguard China's national interests.
