Since the reform and opening up, the civil society in China has been gradually growing along with the development of the socialist market economy. The growth of the civil society has put forward some new requirements and challenges to the political development of china. The CCP, as the party in power, shall adapt to the change of the governing environment, innovate the governing concept and make use of the important influence of the civil society on improving the social governance so as to realize a good cooperation between the governing party and the civil society and promote the society governance. Hence, the governing capability of the party in power can be enhanced constantly and the governing status of CCP can be strengthened.The paper is consisted of two parts, the introduction and the textThe introduction explains the significance of the selected subject and reviews the current research status of the relation theories between the civil society and the state at home and abroad.The text is divided into three parts.In the first part, elaborated are the general theories of the civil society and its governance. A civil society is the summation of all the civil organizations or civil relations beyond the state or government. It possesses its own characteristics. Reviewed with the political analysis frame of "state - society", in a mature civil society, either the government governance or the society democracy has the features of the modern society. The civil society can play a positive role in improving the government governance and guaranteeing the civil democratic rights.In the second part, analyzed are the development status of the civil society in China and its new requirements and challenges against the political development of china.. The characteristics of the growing civil society in China are as follows: the number and the variety is increasing rapidly while the legitimacy isenhancing continuously and the independence is solidifying step by step; however, the majority of the civil organizations, which have neither a normalized organizing institutions nor a sound system building, are still dominated by the government. The growing civil society is increasingly requiring the governing legalized, the democracy and freedom to a bigger extent, the ruling by law to a higher degree and the government with a strengthened function for the public service.In the third part, four major aspects are focused to address the innovation of the governing concept and governing methods of the CCP. To deal with the new change of the governing environment, the CCP shall enhance the concept of the governing legitimacy and strive to strengthen the governing legitimacy; the democratic governing concept shall be emphasized to boost the democracy in the Party and the -social democracy; the concept of ruling by law shall be aggrandized to build a socialist legal state; the public service concept of the government shall be promoted to build a public service-oriented government.
