China's Textile And Apparel Overseas Market Access Rules And Countermeasures

On Dec. 11th 2001, our country acceded to WTO. From then on, we could participate to constitute and amend international trade rule formally, resolve issues by multilateral-trade system, utilize international resource adequately, enjoy preferential policy from WTO member countries and preferential treatment of developing country, and so on. All varieties were accelerating our textiles and garment industry.In Jan. 2005, with the end of 《Agreement on Textiles and Garment》 (namely ATC), global quota system on textiles and garment will be declared to wind up. At that time, diversification of marketing conditions will bring profound effect on international textiles and garment trade. Moreover, being as the important hinge of international textiles and garment trade, our textiles and garment industry will certainly seize the opportunity.From acceding to WTO to diminishing quota, it seems bullish to our textiles and garments industry. But, on Nov. 8th 2003, we got a head-on blow, because of American board of trade officially declaring to crack down on our three types of textiles as knitted fabric, brassiere and gown. According to WTO rules, every member country should be disciplined by the rules of GATT1994 on market access, fair trade and avoiding discriminate aroused by trade policy of textiles and garment. So in post-quota times, changes on restricted form of textiles and garment trade are inevitable.This paper introduces trade evolution, areal structure of imports and exports and areal share of world textiles and garment trade, and our status at the international textiles and garment structure by TPI place. With this understanding, overseas marketing restrictions on our textiles and garment are finely synthesized. In this paper, these restrictions are mainly put into three types, namely postulate type of rule, barrier type of rule and gray type of rule. Hereinto, postulate type of rule refers to such necessary qualifications as label, mark, related law and so on, barrier type of rule involves tariff barrier, quantity barrier, technology barrier, and anti-bump etc., gray type of barrier aims at compartmentalization and safeguard measure. Through collecting information, analyzing related data and applying economic model, this paper expounds the restrictions' harm, movement and countermeasure. At last, this paper brings forward valuable proposes to our textiles and garment industry so that to make a breakthrough on these restrictions.
