Police station is the unit which relates with the people most closely. The purposes of establishing the police commanding center by integrating the city" 110,122 and 119" lie in: opening the police emergency telephones to the social public with service; avoiding construction repetition; making it easy to call the police and to reply; providing a convenient and fast assistance method for police decision; enhancing the police strength with the scientific technique, constructing the real-time mechanism that can direct the road straightforward; improving the ability that the police quickly respond; enhancing the relation between the police and the people; expanding the information police can achieve, increasing the efficiency of police work; promoting the modernization of the public security official work.Based on the current condition of police commanding center, we developed this commanding system which unites "110,122,119". This system makes full use of the police internal internet and integrates the 3 business processes of calling for police help and considering the requirements of police in realistic commanding condition. The small scale telephone switch implemented through the telephone sound card can do the work of telephone recording, telephone meeting, taking the line wiretap etc. This system does the GIS electric map management through the second time development on MAPX and implements the computer assistant commanding in police commanding center. This system implements the information sharing in multiple levels through adopting the integrated architecture of B/S and C/S, utilizing multiple database access methods, and constructing interaction with existent web system by IE controls. This system can also make use of the electronics map labeling, generate the subject map, show various information by multi-media, and provide the most straightforward clues to police officials to analyze the case circumstance. This system allows the police to get and handle feedback of cases in time through B/S, instead of forgetting cases even after commands, which improves the police station's response speed and ability.This thesis briefly described the network and software design of the public security official commanding system and put forward a set of solutions for the research and development. Based on the current development trend, this paper also explored a little in fields of expanding the system functionality such as defending the control center, supervising the GPS global satellite positioned vehicle, and controlling the police mobile phone in real-time.
