Based On The Analysis Of Institutional Change Government Public Subscription Management Innovation,

In recent years,the government public charge plays more and more important role in our country's economic and social life. While lots of managerial problems have appeared which has caused attention of various circles of society and the theory circle. On the basis of the theory circle and political circles' general understanding of public charge, We proposed that public charge is the income obtained according to the profits principle under the condition that during the intervening public products' disposition and supply,the government introduces the market competition purposefully. Public charge has the characteristics , such as non- mandatory , non-commercial , benefited symmetrically ,etc. The public charge is one way for the resources disposition, which can eliminate the exterior nature of production and consumption. These economic functions are the existence reasons for public charge depending on. While the foundation and perfection of the management system of public charge ,which including setting up system, collecting system and budget system, is the basic guarantee for every function playing effectively.Reviewing the public charge historical evolution, this thesis thinks that our government public charge has gone through the system changes two times. It was the first system changes stage from 1978 to 1992. It hasthe typical inductive characteristic. Local governments and departments are the leading motive force of system changes. Because of spontaneity anddecision dispersiveness existing in system changes , it has caused the lack and lag of the system construction of non-tax revenue management. While it caused a series of questions in public charge,such as charge inflation, unclear expense of taxation, scattered financial resources,personnel out of control and serious corruption.Since 1993 it has entered the second system changes stage which is with ideology going ahead and in the purpose of system construction. It has the compulsory characteristic. Through the construction of management system the government changed the disorder situation of management. The work of charging management has made obvious effect,especially the rural taxation expenses reform has been obtained preliminary, success. Because of objective and subjective reasons, it still has lots of inadequency. The management strenthening is only in the government administration, it had great limitation. Meanwhile, the supply of the public products still relies on charging too much.Using history as a guide and mirror, the charge randomly lies in the system to be chaotic. Therefore the system innovation is the only way to the charge administration. One, innovation of legal basis. It should carry out the transition from "charging in accordance with the documents" to "charging in accordance with the law".Two,innovation of the way of publicproducts supply. Thus it can reduce the charge and the social cost. Three,innovation of management. It should be emphatically innovated from the management aspects,such as setting up management,collecting management,budget management, information management and supervising management,etc.
