The 21st century is the era of knowledge-driven economy. The kownledge economy is a kind of new complicated economic form and its greatest characteristic lies in that people rely on various kinds of modernized technologies, such as information, communication and electron technology, producing, upgrading and using the knowledge at the highest speed of the human society. The new high-tech enterprise is the main carrier of this kind of activity. Compared with traditional enterprise, the new high-tech enterprise is that a kind of knowledge , technology and talent are intensive, and regard pursueing and innovating as its key core of enterprise trading in content . According to the developing trend of society and history, the new high-tech enterprise will become primary factor of economic growth in our country.As to new high-tech enterprise, the reason of rapidly developing speed is nothing but knowledge, technological and management innovation, while the subject and origin of this kind of innovation are persons who grasp knowledge and have the thought of innovation. Therefore, the human resources are key resources of the modern high-tech enterprise. This is decided by technical development and production practice, it is a mechanism question of organization that can't be avoided. The core of the management of the modern new high-tech enterprise is the development and application of the value of the human resources. In a certain sense, the competition of the new high-tech enterprise is a competition of the management of human resources. How to organize high-quality and intelligence talents, how to give suitable environment to the talents in order to utilize their innovative gift effectively and looking for a kind of effective method and system ofthe human resources management become the key that the new high-tech enterprise survives and develops. Those also put forward the new challenge to the motivational theory and method. To a great extent, the development of the new high-tech enterprise depends on whether talents would like to share their knowledge, technical ability, experience and intention actively, so how to reflect that the value of the knowledge staff with latest technology becomes the focal point of the encouragement. Especially when the institutional framework of enterprises becomes more and more loose and personnel flow more and more frequent, the enormous insufficiency of supply of the advance manager and technician lead to the fact how to attract and retain staff become difficult problems that enterprises need solving urgently. Once these kinds of staff leave their position, they will bring unpredictable losses to enterprise. After China joins WTO, domestic enterprises will face the competition of the overseas enterprise. Among them the greatest competition comes from the plunder to senior talents and domestic enterprises will impacted by the losing of the outstanding talents in considerable degree. So we can say, the encouragement of the advance technical talents has directly relative with the development of the individuals and organization and the realization of the strategic organization goal. Therefore the new high-tech enterprise has different mode of production and human resources compared with traditional enterprise, that means innovation is the core of the production of knowledge and technology. Thus those cause the carriers of the knowledge and technology ?advance managers and the technicians become the core of force in the new high-tech enterprise and the the strategic resources of social economic development. So, more and more new high-tech enterprises pay attention to obtaining the competition advantages of enterprises through human resources strategy,and the incentive mechanism is the centre point of the human resources strategy.This text mainly explained the characteristic and importance of talents of new high-tech enterprise, the characteristic of floating of professionals of new high-tech enterprise and existing problem.
