With the increasing development of technology and great change pace of market, the Partnership of Industry, University and Research has become the direction of technical innovation and product R&D. Virtual R&D project teams emerge in this mode, which has attracted the attention of academic circles and business circles now.People in Virtual R&D project team are separated, creative and good qualified, as for this, problems may happen in these two following aspects, performance appraisal-motivating mechanism and working mechanism which includes unspecific goals, bad communication, weak trusting, hard training, managing across cultures and so on. As a result, the paper puts forward the thinking and theory thoroughly, which can solve the problems in working mechanism, meanwhile the 360-degree feedback system based on the competency are introduced.Chapter 1 points that the necessity of Virtual R&D project team in the Partnership of Industry, University and Research, then explains the relevant definition.Chapter 2 makes enough research to Virtual R&D project team in Partnership of Industry, University and Research, on the basis of which then summarizes the most important factor of Virtual R&D project team is how to solve the distance problem.Chapter 3 puts forward that the oppressed organization structure of Virtual R&D project team, we should improve traditional mental models, break the outmoded customs, follow the goal-oriented and task-oriented (strategyâ†'structureâ†'processâ†' responsibility) design thinking.Chapter 4 discusses the important problems systematically, such as goals, communication, trusting, training, managing across cultures and so on. These problems are universal but urgently, and then the paper puts forward the thinking and methods.Chapter 5 discusses the performance appraisal system and motivating mechanism because of the teammate's characters; the performance appraisal should be made by 360-degree feedback system based on the job competency, and then designs the index system on the performance appraisal for the team and teammates, which provides the practical methods and tools.Virtual R&D project team in the Partnership of Industry, University and Research, but also have some guidance meaning to the Virtual R&D project team inside the MNC (multinational company) on commonness.
