High-Tech project has many characteristics: extensive factor involved, many taches, much money taken, long time of research and production,complexity of system operation and so on. Therefore, it has very important meaning to improve the veracity of High-tech project risk evaluation .Firstly, the paper comparatively researched kinds of evaluation methods and analyzed the difficulties of High-Tech project risk evaluation, according to its characteristics. Secondly, in the risk evaluation index system, by questionnaire, subjection matrix was handled using group AHP method , and main indexes were made sure according to which expert and index weight were fixed on using expert subjection weight. Consequently, risk evaluation index system was built that was applied to Aviation Weapon Equipment project risk's evaluation. Thirdly, in the project risk evaluation, by comparatively researching kinds of High-Tech project evaluation methods and combining with characteristics and difficulties, starting with fuzzy evaluation and grey evaluation and using grey clustering theory, grey statistics was educed. Thereby, the thesis structured project risk fuzzy subjection matrix and built fuzzy-grey comprehensive evaluation method, plenty utilized fuzzy and grey traits of expert judgment information. Lastly, the paper put the method into Aviation Weapon Equipment project risk's comprehensive evaluation, explained its feasibility and validated its validity.
