After summarizing the human capital theory, this paper first explores the importance of training employees. In order to succeed in today's fierce competitions, modem enterprises tend to take lifelong training and extend their training programs from all employees to all persons associated with their business. Besides, the training programs are designed not only to impart knowledge and know-how, but also to improve capability and develop excellent culture. However, the most important trend of training is to establish learning organizations. For which, the core is how to improve the learning capability of organizations. After the research into the development trend of training in the world, the paper compares the cutrent situation of human resource management in Chinese enterprises and their employee training systems. According to the comparison, Chinese state-owned enterprises have a long way to go in terms of employee training. Therefore, the writer proposes the general way in which a scientific and efficient training system should be set up Certainly, the training problems faced Chinese state-owned enterprises are not limited to their low-efficient training systems. During the process of training, many leaders of Chinese state-owned enterprises pay little attention to training. In addition, the employees are indifferent to training programs. These problems are mainly resulted from the rigid human resource management system of the state- owned enterprises, which apparently lacks incentives. As a result, the state-owned enterprises must spare no efforts to reform their human resource management systems so as to solve their problems in employee training.
