Competency is the personal characteristic which can distinguish between the excellent perromance and common performance; Organizational climate is the characteristic of the inner organizational environment, it can influence the behavior of the organizational members. This paper takes the civil servants as research object to discover the organizational climate's influence upon the competency level of civil servants. It can help the director to create the proper organizational climate which can promote the civil servants' performance.The civil servants' competency scale is used to measure the competency levels of civil servants from nine dimensions of " Public service attitude ", "Executing based on law", "Analytical decision-making", "Creativity and innovation", "Communicating and cooperating", "Managing subordinates", "Continuous learning", "Investigation and research", "Political discernment", which is developed by research group from 2003 to 2004. The scale is modified from Litwin and Stringer's organizational climate scale to measure the organizational climate of civil servant's section through five dimensions of "Structure", "Warmth", "Responsibility", "Restriction" and "Conflict" .The modification process includes expert consultation, exploratory factor analysis, confirmative factor analysis, reliability test and validity test.The study conducts correlation analysis and regression analysis, the research data are collected through surveys which are administered to 318 middle-level civil servants in Dalian and Shenyang governments. The results show how different organizational climate factors in governmental sector influenced different competency level of civil servant as follows: "Structure" can make positive influence on the civil servant's competency levels of "Executing based on law" and "Creativity and innovation"; "Warmth" can make positive influence on the civil servant's competency levels of "Continuous learning"; "Responsibility" can make positive influence on the civil servant's competency levels of "Public service attitude", "Communicating and cooperating", "Managing subordinates", "Investigation and research" and "Political discernment"; "Restriction" can make negative influence onthe civil servant's competency levels of "Public service attitude", "Creativity and innovation", "Managing subordinates", "Continuous learning".
