Chengdu Export Processing Zone Status, Problems And Leap-forward Development Proposals And Measures

Sichuan Chengdu Export Processing Zone is not only one of the first 15 state-rank Export Processing Zones, which are approved of setting up by the State Council in April 27, 2000, but also the first and the only inland EPZ, which consists of two Sub-EPZ in West China. Its establishment has created a new industry platform for developing an exported-oriented economy and paved a new way to expanding foreign trade for the sake of Sichuan Province. SCEPZ has made some marvelous achievements since its operation in June 22, 2000. However, at the same time, it faces some problems which can not be ignored either. These problems have confined its development and prevented SCEPZ from playing its role. Therefore, it is valuable that the author conducts the research focusing on how to solve the problems SCEPZ has now and on how to make SCEPZ develop rapidly and smoothly in the future. On a field trip, the author has executed a research of 5 months. And the followings are the main ideas of the thesis: Part 1:Chapter1-2. A brief introduction to the Export Processing Zone of China; the purpose of the thesis; Part 2:Chapter3. The practice of EPZ in the world indicated that EPZ's operation and management have rules to follow. By surveying the practice of EPZ in Taiwan, Brazil and East China, we can learn many precious lessons; Part 3:Chapter 4-5. To analyze the present status of SCEPZ by PEST; finding out the problems and further dig out the root causes; Part 4:Chapter 6 and Conclusion Part. To appraise the prospect of SCEPZ on the base of an analysis which developed from the combination of SWOT, IFE&EFE tools; put forward the relative countermeasures and suggestions for SCEPZ in order to fulfill its goals rapidly and smoothly. In accordance with the developing process and present status of SCEPZ, the major problems existing in it and the reasons arousing them are discussed in-depth. To list and compare the advantages & disadvantages of SCEPZ, opportunities& threats it faces with the EPZ in the East China and West China by applying the tools of SWOT, IFE &EFE, this paper brings forward the relevant countermeasures and suggestions aiming at producing a significant meaning to achieve SCEPZ's higher targets of its development.
