Build National Ownership Of The Main System

The molding of the proprietor of state-owned assets(SOA) is a most important question in consummating the system of SOA' supervision and administration. According to the new reform of the governmental organization, China has established State-owned Assets Supervision and Administration Commission of the State Council(sasac) as the owner of the state-owned assets. In this article,the author is to discuss sasac' s stutus,authority and behavior.Chapter Ⅰ reviews the traditional theory of the proprietor of state-owned assets. The author analyzes the reason of the state-owned assets' existence.Chapter Ⅱ involves the system choice of China' s proprietor of state-owned assets. There are two modes in the world, ie, two administrative levels and three administrative levels. The author insists that both modes have their rationality.Chapter Ⅲ focus on the behavior of sasac. The author emphasizes the aim of the state-owned enterprise(SOE) and the empanel and supervising system.Chapter Ⅳ make a deep insight into the supervising system to sasac. These measures involves the supervision of National People's Congress and government.
