At present, governmental performance evaluation has already been a hot issue that the educational circles of public management in every country and the people focus on. Governmental performance evaluation can urge governmental governance to be more open, more scientific, and more responsible and to push forward the progress of political democratization continuously. However, governmental performance evaluation is very complex, especially the standard problem is still a confusion and people can not agree on it with each other. Governmental performance evaluation in our country is just beginning, still not very perfect. The research methods are bounded mainly with qualitative depiction, lack of measuring of quantification and appraisal facilities, and with highly nonfigurative principles, lack of relativity, direction and operability. Therefore, it is doubtlessly of great meaning in theory and reality to study the basic standards of performance evaluation. This article tries to take the theories of political thinkers, the goal of our party and the nature of our nation as the basis to construct the basic standards of governmental performance evaluation and to make it operative. This article makes use of the public management theories, people's sovereignty theories and modern democracy theories and adopts factor analysis method, comparison method, documents analysis method and so on to analysis and prove government performance evaluation in our country should take crowd's satisfaction as basic standards and related appraisal system. This article is divided into four parts. The first puts forward the government performance evaluation in our country should take crowd's satisfaction as standard and it carries on the argument from four parts. It is that the property of governmental public management itself decides that governmental performance evaluation should take crowd's satisfaction as the basic standards; the characteristic of the valuation requests the government performance evaluation should take crowd's satisfaction as the basic standard; the request of advancing the political democratization also comes to a decision that the government performance evaluation should take crowd's satisfaction as the basic standard continuously. The second part clarifies the content and the composing main factors of crowd's satisfaction, and further argues the necessity of these factors as the valuation standard. These main factors include the satisfaction of incorruption, benefit, economy management, environment, market supervision, work efficiency and the openness of governmental affairs. The third part introduces the appraisal system of the crowd's satisfaction, including appraisal methods, appraisal organization and appraisal procedure. The forth part points out the problems the governmental performance evaluation based on the standard of crowd satisfaction should pay attention to. That is, on the one hand, the governmental affairs should be open to make sure of the crowd's full understanding of the government and its behavior; on the other hand, it is necessary to deal good with the relationships between the main public evaluation and other public evaluation, between actuality evaluation and history evaluation, and between partial evaluation and overall evaluation. It is an arduous process to evaluate the governmental performance with the basic standard of crowd's satisfaction. But along with continuous raising of the political democratization degree, along with continuous improving of the government public management, and along with strengthening of people's democracy sense, this standard can certainly be established, be perfected and be implemented gradually.
