Protection Of Landless Peasants In China's Urbanization Process

with the rapid development of economic and industrialization, more and more farmer's land are expropriated by local government in the process of urbanization .These peasants lose their lands not only lack of employment opportunity in city's industry and service department , but also lack of social security. How to ensure the rational benefit of lose land's peasant and stipulate for rational compensation for the lost territory peasants in the process of urbanization? This thesis is aimed at this problem, from property right of land, expropriation of land , guarantee of society and organization at the basic level and so on, analysis and study of the causes which rational benefit of lose land's peasantry be prejudiced, aimed to find out the solution, and put foreword some proposal. Establishing and improving basic living security system for the deprived peasants is one of the important steps, and exert governmental function to foster an employment environment for the deprived peasants. First, perfecting collective ownership of countryside land, strengthen the contractual operation by peasant and weaken the collective ownership power. Second, improving and perfecting the expropriations of land in force, clear and definite the purpose of the expropriation, and introduce market mechanism into the process, and scientific draw up the compensation standard, broaden the setting of lost territory peasants, and set up the administration relieve system. Third, set and sound social security system of peasants, and bring the lost territory peasants into cities and towns' social security system, including endowment insurance, medial insurance and unemployment insurance. Forth, permit peasant to set up the countryside organization system. Fifth, promote reform of the basic level democracy-autonomy, and make further promote the reform and perfection of the dependent supporting measures.
