Based on the chronic glue of bureaucratic theory and the examination of incidence and evolution of western bureaucratic model, the article proves the historical necessity of bureaucracy, the dilemma of existence of that, and the relevant transplanting sense on the reform of China's public administration. The article holds that bureaucratic model of administration reacts on political and economical environment. In the sense of social order, either pre-bureaucratic model or bureaucratic model attributed to Webber or post-bureaucratic model resulted logically from the national and social rationale. Further, the article looks at the long history of bureaucracy in China and the differences between the ideal type of bureaucratic model of Webber and the traditional bureaucracy of China. In the end, through the analysis on the historical and present public administration of China, the author holds that a multiple administration model should be established in China, in which the rational bureaucratic model takes domination over post- bureaucratic model.
